When traveling from USA to Europe via Canada, will I clear Canadian customs before boarding European flight?
First leg of flight is Houston to Toronto with change of planes in Toronto

That depends on your destination and if you will change airplanes in Toronto. Pearson does have an international terminal, allowing you visa free transfer through Canada for most, but not all connections. Don't count on not showing your passport, though. Canadian immigration very often insists on seeing the passport of EVERY passenger as they depart in Toronto. I wouldn't lose any sleep over this, if you have a normal passport you will be just fine. Enjoy your trip.

Probably not. Usually if you are only connecting and not leaving the airport you wont have to clear canadian customs. If you have a long layover you will have to.

Not unless you choose to leave the terminal , to smoke or something.

You will have to clear customs when connecting at Toronto Pearson (YYZ) from a flight from the US, to an international flight. http://www.gtaa.com/en/travellers/connecting/connection_tips/ shows that for a US Flight to an International Flight, you will be screened by the CBSA.
